L-3 Aviation Products named Ralph DeMarco vice president of sales and marketing for the L-3 Aviation Products (AP) business sector.
DeMarco has more than 30 years of experience in aerospace. He previously was vice president of sales and marketing for L-3’s Aviation Recorders division, which is part of L-3 AP. Other division of L-3 AP include ACSS, Avionics Systems, Display Systems, Electrodynamics and Electronic System Services. Prior to his work with L-3, he worked for GE and Goodrich Aerospace as well as the U.S. Marine Corps.
Marco Laos
Heads Up Technologies, based in Carrollton, Texas, named Marco Laos quality assurance manager. As the quality assurance manager, Laos will be in charge of quality management, quality policy and supplier relationships.
Laos has 24 years of experience in quality assurance, engineering, manufacturing, supply chain and executive operations in the Texas electronics manufacturing industry. Previously, Laos was director of quality engineering at St. Jude Medical.
John DeLisi
John DeLisi was tapped as the new director of the Office of Aviation Safety (OAS) within the National Transportation Safety Board (NTSB). He is replacing Tom Hauter, who is retiring.
DeLisi has been the deputy director of OAS since 2007. During his 20 years with the NTSB, he has overseen numerous major investigations, including the January 2009 ditching of US Airways flight 1549 in the Hudson River and the February 2009 Colgan Air accident in Buffalo, N.Y.
Josh Saltzman
Airlines for America, an airline trade association based in Washington, D.C., named Josh Saltzman vice president, Global Government Affairs.
Saltzman joins A4A having spent the last 12 years on Capitol Hill, most recently as chief of staff to Rep. Pete Sessions (R-Texas), who is vice chairman of the House Rules Committee and chairman of the Rules Subcommittee on Legislative and Budget Process. In this role, Saltzman was chief policy and political aide and served as primary liaison with Republican leadership offices, members of Congress and their staffs.
Prior to this, Saltzman was deputy chief of staff/Rules Committee associate for Sessions and also worked as legislative aide to Rep. Edward Royce (R-Calif.) and as a staff member to Rep. Patrick Toomey (R-Pa.).
HEICO Appointments
HEICO, based in Hollywood, Fla., promoted Thomas S. Irwin, currently executive vice president, chief financial officer and treasurer, to senior executive vice president. He will focus his attention on strategic matters and, for a period of time, the transition of his chief financial officer and treasurer duties.
Carlos L. Macau
The company also appointed Carlos L. Macau executive vice president, chief financial officer and treasurer. Macau has 22 years of financial and accounting experience serving a number of public and private manufacturing and service clients in a broad range of industries. Most recently, he was audit partner at Deloitte & Touche, LLP, where he served as HEICO’s lead client services partner for five years.

In addition, Steven M. Walker, currently HEICO’s corporate controller, will be promoted to chief accounting officer in addition to his duties as assistant treasurer. Walker has been with the company for 10 years. Previously he held financial positions at Royal Caribbean Cruises and AMR Corp.
David Helfgott
David Helfgott
Inmarsat Government named David Helfgott president and CEO.
Helfgott has more than 20 years of senior executive leadership experience in the technology and service sectors. He joined Inmarsat in 2011 as president of Inmarsat Inc. and senior vice president of business development and strategy for the parent company, Inmarsat plc.
Prior to joining Inmarsat, Helfgott held leadership positions in the satellite communications and intelligence, surveillance, reconnaissance technology market, including Cobham, where he was president of the wireless ISR technology business division; DataPath, where he was president and CEO; and SES Americom Government Services, where he was president and CEO.
George Maffeo
Boeing Japan appointed George Maffeo president. He will succeed Mike Denton, the current president, when he retires from the company in October.
Maffeo is a 34-year veteran of Boeing and currently holds the position of vice president of 787 Supplier Management, Boeing Commercial Airplanes. Before that, he was vice president Supplier Management Airplane Programs, responsible for 737, 747, 767 and 777 programs. He previously led the company’s Propulsion Organization, with responsibility for Engine Management and Propulsion Procurement.
