Captain Chan joined the Hong Kong Civil Aviation Department as a Student Air Traffic Control Officer in 1983 and started flying in 1984. He was qualified on Aerodrome and Area Control. He left air traffic control and joined the Royal Hong Kong Auxiliary Air Force (the predecessor of the Government Flying Service) as a cadet pilot in 1989. He was trained on fixed wing aircraft and was subsequently streamed to fly helicopter in 1992. Captain Chan participated in various search and rescue operations which earned him a silver medal and a bronze medal for bravery. He is now head of the Government Flying Service.
