Fred Messina
Executive Advisor
Booz Allen Hamilton

Mr. Messina has 24 years of experience in corporate leadership and growth, mission critical program management, legislative relations and technology leadership for large, complex systems of national importance. Currently Mr. Messina is a member of the leadership team for Booz Allen Hamilton’s transportation practice, and is focused on all matters regarding the transformation of the US national air transportation system.

Mr. Messina has held a number of officer and leadership positions, in both large and small aerospace concerns including: Vice President of Strategic Programs; Vice President for Business Development; and Director of Operations. Prior to joining Booz Allen Hamilton, Mr. Messina founded a consulting firm specializing in: national and international air transportation transformation and modernization, strategic planning and execution, multi-stakeholder alliance building, new market penetration, new business capture, proposal leadership, corporate redirection and high value business case development.

As a recognized leader in the transformation of mission critical enterprises, Mr. Messina has led and participated in several cross-agency, Governmental, and industry-integrated product teams to define and implement the next generation air transportation system for the US. Most recently, Mr. Messina served on the leadership team of the RTCA-sponsored Government-industry task force on NextGen Mid-Term Implementation. He also orchestrated the highly acclaimed Harvard Executive Session “Assuring NextGen Success” which brought together senior executives from across the civil aviation community.

In his advocacy roles, Mr. Messina has been responsible for legislation and funding for several air safety and defense programs including: air situational awareness systems for military training ranges, precision runway monitoring at Detroit Metro Airport, next generation expeditionary radars, accelerated deployment of runway incursion prevention systems, and a next generation operational evaluation test bed to prove out disruptive technologies.

Mr. Messina has directed several multi-hundred million dollar airspace system infrastructure and modernization projects, led a $150M R&D project to introduce and prototype advanced air transportation technologies, and has been the technical lead on a large weapon system delivery program.

Over the past several years, Mr. Messina has been selected for a number of expert advisory panels including: NASA Aerospace Technology Advisory Committee, NASA Industry Leadership Technology Team, Embry-Riddle Aeronautical University Industry Advisory Board, and the Northwestern University Business Advisory Committee (Kellogg Business and McCormick Engineering Schools).

Mr. Messina holds Bachelor’s and Master’s degrees in Mathematics, as well as an MBA. Mr. Messina resides in New York with his wife and teenage daughter, and their two yellow labs. Interests include golf, tennis, skeet shooting and boating.
