Fast Track Or Slow Roll?
A window was opened recently into the inner workings of Federal Aviation Administration (FAA) rulemaking, showing how it can take a year or more to process and publish a document. The illustrative case involves the FAA's plan to issue a notice of proposed rulemaking (NPRM) in January 2005 regarding actions to be taken for wiring system safety (see ASW, July 21). The NPRM will be the resulting "output" of a report submitted in August 2002 by the Aging Transport Systems Rulemaking Advisory Committee (ATSRAC) to the FAA. The procedural process moves in increments of months, not weeks.
