Flightcrew Alerting; Reopening of Comment Period. Notice of proposed rulemaking (NPRM); reopening of comment period. SUMMARY: On July 9, 2009, the FAA published an NPRM to amend the airworthiness standards for flightcrew alerting and invited comments for a 60- day period. The comment period closed on September 8, 2009; however, the FAA is reopening the comment period for an additional 15 days in response to requests from The Boeing Company; the Air Line Pilots Association, International; the General Aviation Manufacturers Association; and Airbus. All of the requestors stated that reopening the comment period is needed to permit them additional time to develop comments responsive to Notice No. 09-05. Reopening the comment period will allow the requestors and others additional time to review and comment on the proposal. DATES: The comment period for the NPRM published on July 9, 2009 (74 FR 32810) closed September 8, 2009, and is reopened until October 1, 2009.

Additionally, this action proposes to establish a Special Flight Rules Area (SFRA) over the Hudson River and East River to mandate certain pilot operating practices for flight within the Hudson River and East River Class B airspace Exclusions. The FAA is proposing this action to enhance the safety of flight operations in the New York Class B airspace Exclusion areas. DATES: Comments must be received on or before October 16, 2009.
Twelfth Joint Meeting, RTCA Special Committee 205/EUROCAE WG 71: Software Considerations In Aeronautical Systems. The FAA is issuing this notice to advise the public of a meeting of RTCA Special Committee 205/EUROCAE WG 71: Software Considerations in Aeronautical Systems. The meeting will be held October 26-30, 2009. The meeting will be held in Paris, France.
Research, Engineering And Development Advisory Committee. The meeting agenda will include receiving from the Committee guidance for FAA's research and development investments in the areas of air traffic services, airports, aircraft safety, human factors and environment and energy. Airworthiness Directives; Boeing Model 737-600, -700, -700C, -800, and -900 Final rule. SUMMARY: The FAA is superseding an existing airworthiness directive (AD), which applies to certain Boeing Model 737-600, -700, -700C, -800, and -900 series airplanes. That AD currently requires replacing brackets that hold the P5 panel to the airplane structure, the standby compass bracket assembly, the generator drive and standby power module, and the air conditioning module, as applicable. The existing AD also currently requires, among other actions, inspecting for wire length and for damage of the connectors and the wire bundles, and doing applicable corrective actions if necessary. This new AD requires an additional operational test of the P5-14 panel. This AD results from a report of an electrical burning smell in the flight compartment. We are issuing this AD to prevent wire bundles from contacting the overhead drip shield panel and modules in the P5 overhead panel, which could result in electrical arcing and shorting of the electrical connector and consequent loss of several critical systems essential for safe flight; and to ensure proper operation of the passenger oxygen system. If an improperly functioning passenger oxygen system goes undetected, the passenger oxygen mask could fail to deploy and result in possible incapacitation of passengers during a depressurization event. DATES: This AD becomes effective September 22, 2009.
Airworthiness Directives; Saab AB, Saab Aerosystems Model SAAB 340A (SAAB/SF340A) and SAAB 340B. Final rule. SUMMARY: This AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as: During refueling, the ground crew detected smoke from the refuel/defuel panel illuminated placard 160VU. We are issuing this AD to require actions to correct the unsafe condition on these products. DATES: This AD becomes effective September 22, 2009.
Airworthiness Directives; BAE Systems (Operations) Limited Model BAe 146 and Avro 146-RJ. Final rule. SUMMARY: This AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as: The airbrake upper crossbeam on an airplane failed in-flight. The crossbeam failure caused damage to the rudder control system, resulting in loss of rudder control. Loss of rudder control will cause handling difficulties particularly during take-off, approach, and landing phases in cross winds. We are issuing this AD to require actions to correct the unsafe condition on these products. DATES: This AD becomes effective September 22, 2009.

Final rule. SUMMARY: This AD requires initial and repetitive eddy current inspections (ECIs) of certain part number (P/N) low-pressure (LP) turbine rear frames. This AD results from a refined lifing analysis by the engine manufacturer that shows the need to identify initial and repetitive inspection thresholds for inspecting certain LP turbine rear frames. We are issuing this AD to detect low-cycle-fatigue cracks in the LP turbine rear frame, which could result in an engine separating from the airplane, causing damage to, and possibly leading to loss of control of the airplane. DATES: This AD becomes effective October 1, 2009.
Airworthiness Directives; Agusta S.p.A. Model AB412 and AB412 EP Helicopters. Final rule; request for comments. SUMMARY: This AD results from mandatory continuing airworthiness information (MCAI) issued by the European Aviation Safety Agency (EASA), which is the Technical Agent for the Member States of the European Community. The MCAI establishes a life limit for certain rescue hoist cable assemblies and introduces the term ''hoist lift'' for determining cable life instead of the term ''hoist cycle.'' The MCAI also establishes a replacement time for each affected rescue hoist cable assembly (hoist cable assembly) for which the accumulated number of ''hoist cycles'' cannot be determined. The actions are intended to prevent failure of a hoist cable and inadvertent loss of a load. DATES: This AD becomes effective on September 21, 2009.
Airworthiness Directives; ATR Model ATR42 and ATR72. Final rule; request for comments. SUMMARY: This AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as: A recent event occurred during which the LH [left-hand] forward side glass window of an ATR 72-212 aeroplane blew out while performing a ground pressure test. The investigation revealed some anomalies on the forward side window at the level of the Z-bar on the windows external side and at the level of the inner retainer on the windows internal side. These anomalies are considered as precursors of this failure. An in-flight loss of a forward side window could have catastrophic consequences for the aeroplane and/or cause injuries to people on the ground. This AD requires actions that are intended to address the unsafe condition described in the MCAI. DATES: This AD becomes effective September 24, 2009.
