Donald Hazelwood

QinetiQ North America, of McLean, Va., named Donald Hazelwood (right) vice president of Unmanned Systems at its Systems Engineering Group.

Formerly project manager of the U.S. Army’s Unmanned Aircraft Systems (UAS) program, a position he held as an active-duty Army colonel, Hazelwood has more than 25 years of U.S. Department of Defense material acquisition leadership and management experience. He will be responsible for the strategy, coordination and growth of the Systems Engineering Group’s unmanned systems business across all U.S. military branches and markets, including air, sea and ground.

Hazelwood held leadership positions with the Joint Program Office of the U.S. Missile Defense Agency; the Program Executive Office, Army Airborne Command and Control Systems; and the Office of the Secretary of the Army, at the Pentagon.

Stephen Baird

AdaCore named Stephen Baird to its GNAT Pro implementation team. Baird began his career in 1981 working on the specification of the instruction set of Rational’s R1000 machine architecture, which was designed to support the original Ada language and Rational’s software development environment. He helped write the specialized microcode that implemented this instruction set. Most recently, Baird worked for IBM, which acquired Rational in 2003, as a senior software engineer.

John Pipes

FAA’s Air Traffic Organization named John Pipes senior vice president for strategy and performance. Pipes will oversee ATO offices, including Communications; Organizational Effectiveness; International; Comptroller, Planning and Business Services; Performance Analysis and Strategy; Workforce Services; Liaison and Coordination; Leadership and Professional Development; and Model Workforce and Diversity.

Pipes, who joined FAA in 1981, was ATO Transition Executive. Before that he was director of the Eastern Region’s En Route and Oceanic Area Operations. Previously, he was a resource branch manager in the Northwest Mountain Regional Office; an air traffic manager at the Salt Lake City Air Route Traffic Control Center; an assistant air traffic manager at Fort Worth Center; and manager of the Airspace and Procedures Branch in the Southwest Regional headquarters.

SRA Appointments

SRA International, Fairfax, Va., named David L. Matthews senior vice president, Technical Operations. He will focus on developing standardized engineering practices and overseeing technical delivery and management. Matthews has more than 30 years of experience with the Department of Defense and FAA. Prior to joining SRA, he was vice president for engineering project management at Sensis.

SRA also named Kevin Layton senior vice president of Air Traffic Systems. Layton will grow SRA’s footprint in the air surveillance and flight tracking markets as well as capitalizing on SRA’s recent acquisition of Era Systems.
