Level 3 Signs NATO-Russia Air Traffic Deal

Level 3 Communications B.V. — affiliate of Level 3 Communications — signed a contract with the NATO Communications and Information Agency (NCIA) to install an IP Virtual Private Network for the NATO-Russia Council Cooperative Airspace Initiative (NRC CAI), an information exchange to enhance airspace transparency between NATO and Russia.

The NATO-Russia CIA system was completed in 2009, and tested for two years prior to being declared operational in 2013, NCIA said. The Level 3 network will enable real-time display and observation of NATO-Russian airspace, connecting a range of NATO monitoring facilities to identify suspicious aircraft activities.

The NRC CAI team did not release the financial details of the agreement.

"The Level 3 network will connect the NATO CAI units and hence support the improvement of air safety for the thousands of passengers using international flights between NATO and Russian airspace each day, and the millions of inhabitants on the ground," said Rene van der Heiden, program manager for the NRC CAI operation team.
