ATM Safety Developments for M.E.
EUROCONTROL was recently asked by ICAO, the International Civil Aviation Organization, to assist the Middle Eastern States (MID Region) with the development of strategies for air traffic management (ATM) safety, specifically with a view to improving the structure of the region’s route network and developing ATM safety management systems. EUROCONTROL presented specific results of its work in ATM safety at a meeting of ICAO MID Region States in Cairo late last year. The meeting was attended by nine MID Region States, as well as representatives from the Federal Aviation Administration (FAA) and the International Air Transport Association (IATA). “ICAO has recognized that the techniques and guidance material developed for the Europe can provide safety benefits in other ICAO regions,” said Erik Merckx, deputy director air traffic management programs at EUROCONTROL. Since 2002, by using an independent survey to monitor the impact of safety improvements across 42 European countries, EUROCONTROL has developed a measurement technique that gives an estimate of how mature States’ ATM safety frameworks are. Additionally, EUROCONTROL has developed new guidelines to help nations and air navigation service providers identify and decide their contingency strategies and operational practices best suited to their needs in various circumstances. Further cooperation between EUROCONTROL and ICAO is planned in 2008.
