The Canadian Air Transport Security Authority has called upon Transport Canada to smarten up their foot-dragging on enhancing cargo security through Canada's airports. Although passengers now have to carry passports and can purchase a NEXUS frequent traveler card for US$80, CATSA considers that security doesn't start and end with the self-loading freight. A September 2005 CATSA audit report faulted a range of security-related issues concerning airports, including passengers, baggage, in-flight measures, cargo and catering services.
Despite Canada sitting above the US, from a security point of view it's always been the weak underbelly and a natural funnel feature for terrorists just looking for entree into the USA. Six years after 911 and two years after CATSA found the system lacking, it's possible that change is in the wind. Transport Canada has called the report "a valuable tool". However tools are most useful when used - and not shelved or drawered.
