Being more used to JAA than FAA proceedures. I always find it interesting when i visit shops outside of europe where most of the Engineers dont speak english.
Can remember several shops in Miami where a lot of the unskilled labour was from Cuba. When i challenged the senior management on this they could not answer.
All manuals and airworthiness issues are distributed in english.
With the emergence of China really think the authorities should start auditing language and technical understanding of english.
