Cessna Aircraft Company named Mark Withrow as GM of its new Bend, Ore. facility.

Philip Carrell celebrated his 50th anniversary as an aircraft salesman with Flightcraft in Portland, Ore.

Worldwide Flight Services appointed Pablo Garcia as SVP of worldwide sales.

Retired Brig. Gen. Moshe Lippel was appointed VP and CFO at Elta Systems, a Group and Subsidiary of IAI.

Kelly Aerospace promoted Rick Quave to VP of engineering. Quave joined Kelly in 2001, after an 11-year career with Teledyne Continental Motors.

Southwest Airframe and Tank Services (S.W.A.T.) made the following appointments: Chad Mansfield, director of quality assurance; Sak Sirasavath (at right, top), regional maintenance coordinator (South Fla. region); Jerry Hogue, regional maintenance coordinator (Central Fla. region); and Michael Pemberton (above, bottom), regional maintenance coordinator (Western region).

Ken Copiak was appointed as GM of manufacturing for Viking in Calgary. Copiak will be responsible for overseeing all operations related to the final assembly of the new Twin Otter aircraft.

CRS Jet Spares hired Marissa Leighton as their new marketing coordinator.
